Germany's Energy Transition: The Necessity and Strategy of Rapid PV Expansion
Federal Minister for Economic Affairs, Katrin Rees, has once again sought external advice from energy experts to monitor the energy transition: this time, contributions come from the Berlin-based think tank Epico Climate Innovation and the consulting firm Aurora Energy Research. In the report released today, titled "Future-Oriented Energy Transition Measures: 5 Guidelines for Monitoring the Energy Transition," the authors clearly state: "Even if the growth in electricity demand over the next few years is lower than initially expected, the energy transition must continue over the next few years."
Many elements of the energy transition, such as short-term renewable energy expansion, promotion of flexibility, and provision of controllable power sources, can be considered "no-regret" measures that should be implemented regardless of long-term demand. Even if the long-term potential capacity of solar energy may be lower, rapid expansion is still necessary in the medium term. From the perspective of wholesale prices and emissions, large-scale solar expansion can bring savings when demand declines. The report warns: "Reducing renewable energy may reduce system costs in the short term, but it will lead to higher electricity prices and jeopardize the decarbonization process."
To achieve the efficiency targets of monitoring, the report recommends, among other measures, focusing more on ground-mounted PV systems rather than rooftop systems. Compared to rooftop systems, capital costs are expected to decrease by 20% by 2030, and grid expansion costs will also be reduced. The expansion of demand flexibility and electricity storage is also a key measure, which not only helps improve supply and demand interaction but also opens up significant potential for efficiency and savings.
