Project Overview
On October 17, 2025, the 340MW Jinghe Photovoltaic Project—the first large-scale ground-mounted solar power project invested and constructed by the China National Pipeline Corporation (CNPC)—was successfully connected to the grid for trial operation, marking a major milestone in the low-carbon transition of China’s oil and gas industry.
Scale and Performance
Located in Jinghe County, Xinjiang, the project covers approximately 10,636 mu (about 7.1 km²), with an installed capacity of 340 MW. It is designed to generate an annual average of 623 million kWh, with 1,409 annual operating hours, and an estimated 592 million kWh of grid-connected electricity after curtailment.
“PV + Pasture” Model
This project adopts the “PV + Pasture” dual-use land model, where photovoltaic modules are installed at least 1.5 meters above ground, enabling power generation above and livestock grazing below.
The approach not only mitigates land-use conflicts between solar projects and grazing, but also supports sand prevention, soil conservation, and ecosystem restoration, creating a sustainable synergy between green energy and ecological protection.
Energy Saving and Emission Reduction
All generated electricity will be delivered to the Xinjiang grid and traded through the market-based power mechanism for consumption by CNPC’s own and affiliated projects. The project is expected to save 178,100 tons of standard coal annually, and reduce CO₂ emissions by 488,000 tons, SO₂ by 49 tons, and NOₓ by 79 tons.
A Model for Green Transition The successful operation of this project demonstrates CNPC’s commitment to renewable energy development and sets an example for the green, low-carbon, and diversified transformation of the oil and gas sector.
